Best data recovery?

Every time I google "linux best data recovery OR undelete" I see a list of programs but I don't see anybody saying "X recovered 20% and Z recovered 30% of my files". Which one recovers the most data? I supose it might be different if it is physical damage, a format, unintentional deleting of files, etc.

I think it may have to do with the fact that such a multidimensional problem as recovering files isn't fairly represented by just percentage of files (or bytes of data)

Data recovery can be hit or miss. EXT4 file system snorked my Ext3 partitions up -- of course they were on Debian and I was dueling a RHEL set up ... oh well...
