Was this the built in tool? If so chocolate fireguards spring to mind.
I use Perfectdisk on workstations with great success. Not free but not expensive.

240 USD is a lot of money to see if this is what is delaying our backups by a few hours.
Besides I don't think it unreasonable to expect the sold product to do the job it was bought for.

If the volume is nearly full, the bundled windows volume defragment utility often struggles. Also in my experiences it has struggled with compressed volumes as well.
