Windows Update reinstalling ancient server.
If Windows updates fails with 0x800703E3 and then on reboot with 0x800c0002 the simple answer might be that IE5 doesn't hack it anymore and you should install IE6 from the Microsoft Download center.
More specifically IE5 couldn't load HTTPS pages correctly via the Squid proxy, so the cause may be more subtle. But installing a later version of IE clears a lot of possible issue up.
Moral: Don't rely on 3rd part archives of software on the network in your build instructions, or get a job with someone using newer hardware and software.
